Target Population
There is a belief that too many vulnerable young people are falling through gaps in service provision. In part, this is seen as a result of the various divisions between services and a supposed lack of communication and collaboration. We aim to simplify and reform systems so that young people can be the focus with more preventative intervention, so that support is more integrated and efficient. This is to be achieved is by giving young people trusts overall responsibility for developing services and achieving public service achievement targets around those deemed NEET (not in employment), education and training (shared with schools), teenage pregnancy, and drug usage. There is also some responsibility around reducing the number of young people involved in crime and anti-social behaviour.

Bring together a number of existing programmes currently focusing on specific issues into a more integrated 'holistic' approach to young people

Establish local youth support teams focused on preventative work and early intervention with targeted individuals. These teams of youth workers, advisers, education welfare, and social work staff might be based in extended schools and community centres

Introduce a system of lead professionals to ensure that every young person who needs support has someone to ‘take care’ of their interests
